ARRIVAL/DISMISSAL

Students should arrive at school between 8:30-8:55 a.m. No student will be admitted into the building before 8:30 a.m. Students are to buy their meal tickets and/or go to the school store before going to their rooms. Otherwise, they are to go directly to their own class upon entering the building. Bus students use the main entrance. Walkers are dismissed at 3:25 and use the double doors just past the flagpole. Transported students are dismissed at 3:30 and are escorted by staff to the parking lot. Buses start leaving at 3:30. During periods of extreme weather (thunderstorms and such) dismissal will be delayed as needed.

The school must know when your child's dismissal procedure is different than normal such as staying after school for activities such as scouts or brownies, riding home with another student or parent, etc. We will be dismissing your child in the normal manner unless we receive a note from you. Office approval is needed for a child to ride a different bus than the one assigned.

P.M. Pre-Kindergarten and Kindergarten students may enter the building beginning at 12:50 p.m.

In addition, please do not bring your dog(s) to school when bringing your child(ren) to school or when picking him/her up. We have had problems in the past with this situation. Thanks.

RELEASE OF STUDENTS

For safety and security reasons, students will only be released to parents and other adults identified by parents either by a note or as contained on the student's emergency card. Office staff will ask for identification.

TARDINESS

Children who arrive after 9:00 a.m. are considered tardy unless their late arrival is due to the delay of the school bus. A note of explanation should accompany the child reporting in tardy unless a parent/guardian accompanies the child to the school office. The child must report to the main office of Waverley (grades K-5) or Rock Creek (Pre-K) to have his/her name removed from the absentee list. Failure to do so may result in the child accidentally being marked absent for the day.

CROSSING GUARDS

The crossing guard is on duty from 8:25-8:55 a.m. and 3:25-3:55 p.m. Please keep these duty times in mind when sending your child(ren) out the door to school!

WALKERS

Walkers should always use the walkways to and from school. Crossing of Waverley Drive occurs only at one location - at the corner of Waverley Drive and Key Parkway. In the past, a crossing guard has been assigned to this location from 8:25-8:55 a.m. and 3:25-3:55 p.m. Walkers crossing Stonegate Drive and Old Camp Road must remain in designated crosswalks. No children are to cross through the school parking island, unless accompanied by an adult. This is very dangerous due to the heavy traffic flow. Children are not permitted to "shortcut" through Rock Creek's parking lot. Walkers and transported students need to be aware of and follow directions given by the duty staff.

BICYCLES

Students riding bicycles to school are reminded to use extreme caution, especially along Waverley Drive. When riding to school on a bicycle, students must walk their bikes when on school property, which includes when going past Rock Creek School, and then park them in the bicycle rack which is located beside the playground.

NO PARKING ON THE PLAYGROUND!!!

Your children's safety is our number one priority! It is in the best interest of the safety of all students, that parking NOT BE ALLOWED on our Waverley playground AT ANY TIME from 9:00 a.m. through 3:10 p.m. The one exception is for parents who need to park on the playground area from 11:20-11:30 when picking up their Kindergartner at the 11:30 dismissal time. Except for buses, parking is never permitted along the curb as this is the fire lane.

TRANSPORTED STUDENTS

Students being transported to school should be dropped off between 8:30 and 8:55 a.m. near the flag pole and parents or guardians should continue on. Parking is not permitted in the fire lane. Should you need to stop in the building to talk with a teacher or administrator, park your car in a parking space, either on the Rock Creek side (facing Waverley Elementary School) or the rear of the school.

Transported students are dismissed at 3:30 p.m. Be sure to let your child know if your are picking them up after school. Buses start leaving at 3:30 p.m. If the schedule is followed, traffic jams are avoided. The SAFETY of our students is our number one concern. Student drop off and must be done on the CURB SIDE ONLY so they don't have to walk in front of another car. Walkers and transported students need to be aware of and follow directions given by the duty staff.

BUS STUDENTS

Children should maintain order at the bus stop. On entering the bus, children should be seated according to rules formulated by the bus driver. There should be no excessive noise, disorder or fighting on buses. Eating on buses is not allowed. There should be no standing while the bus in motion. The bus driver has authority over the children as they enter, ride, or leave the bus. Children should not talk to the bus driver while the bus is in motion. If students need to ride a bus other than their regular one, the child must bring a note from the parent or guardian who must be approved and signed by the principal or designee.

ATTENDANCE GUIDELINES

In an effort to maintain Waverley's good attendance record to help students who may possibly have attendance problems, we will be tracking absences, continuing with our Attendance Club, which started in the 1992-1993 school year, and strictly following the list of steps below. We will:

1. Monitor absences and tardiness closely

2. Send a letter to parents when notes of excuse are not received.

3. Refer students with attendance or tardiness problems to the school's Educational Management Team and Counselor when the student misses five days in any term or is tardy on a consistent basis.

4. Call parents when a student misses three consecutive days of absence.

5. Send a letter to parents when students accumulate three illegal absences (Some examples of illegal absences include absences for which an excuse is not received within two school days of an absence and when a student misses school due to parental indifference.)

6. Refer students to the Principal/Assistant Principal and county Pupil Personnel Worker when the student misses ten days in any term.

Although attendance is very important, no one wants your child here at school when he/she is sick. However, students miss much when they are not here. Makeup work at home cannot replace the interaction between teacher and student and the learning that takes place in the classroom. We'd like to keep the unnecessary disruptions to your child's education to a minimum. Thank you for your support and understanding in this area.

DISCIPLINE POLICY

Waverley has established guidelines for student behavior and a school-wide discipline policy to provide a consistent response to student behavior and to promote character development of students. Our policy will focus on: problem solving, using the rules of "Fighting Fair" (a problem solving strategy that encourages students to identify the problem, focus on the problem, attack the problem and not the person, listen with an open mind, treat other's feelings with respect, and take personal responsibility for their actions); character education (Character Counts); positive incentives and awards; and sequential consequences for inappropriate student behavior.

We will celebrate outstanding behavior by recognizing students who exemplify qualities of "character" in quarterly good citizen assemblies, individual happy grams, and class sponsored activities. Some students may meet monthly to review/practice techniques and strategies that foster and promote good character and problem solving skills.

In an effort to closely monitor inappropriate student behavior and provide intervention for students having difficulty, all staff will use a behavior documentation card to document student behavior. All classroom teachers will follow sequential steps in handling student behavior. These steps are: 1) warning 2) time out 3) loss of privilege 4) parent contact 5) referral to office. Each grade level team will implement a system to monitor these steps. Types of referrals and administrator response to these referrals are as follows: Automatic referrals - fighting, racial incidents, sexual harassment, danger to self and others etc. will be handled by administration. Responses to these referrals will be: 1) warning, call to the parent, and/or loss of privilege 2) detention or suspension.

DENTIST AND DOCTOR APPOINTMENTS

An effective school is one where student time on task is high and time is for instruction. When classes are interrupted to call a student out for a doctor or dentist appointment, the whole class loses valuable instruction time. Please try to schedule your doctor or dentist appointments on the days when students are not in school.

Also, the same holds true for picking students up before 3:25 p.m. The last period of the day runs right up to 3:20 p.m. Valuable teaching time, without interruption, is needed for all students in order to ensure that they have the opportunity to learn. Please help by waiting until 3:25 p.m. to pick students up at the end of the day.

HEALTH CARE

The Frederick County Health Department provides a comprehensive school health program. A health technician is on-site on each school day to provide first aid and administer medications, after approval by the school nurse.

A school community health nurse (a registered nurse) oversees the school health program. Parents of students with health concerns should contact the school nurse at the beginning of the school year. The school nurse can educate teachers and staff members of specific care/emergency plans their child may require.

The county health nurse checks health records, periodically. Specialists check the condition of your child's vision and hearing. Physical defects found during the screening process will be reported to you. If you are financially unable to provide adequate medical treatment, contact should be made with the school nurse.

When your child is ill, we are anxious to know how he/she is getting along. If your child has a communicable disease, you need to notify the school. Also, it is urgently requested that you bring the school's attention any special problems such as hearing, sight, allergies, current illnesses, etc.

A note signed by a physician is necessary for a long range restriction from physical education activities or recess.

AUTHORIZATION TO ADMINISTER MEDICATION

Please try to plan for your child to receive any needed medication at home whenever possible. Even three times a day medications could be given before school, after school, and before bed (check with your physician). If it is absolutely necessary for the pupil to take medication (prescription or non-prescription) at school, the Physician's Medication Authorization form must be completed. This is true even for Tylenol or cough syrups. This form is available from your physician or school. It must be signed by the physician and by the parent/guardian. All medications must be in their original pharmacy containers. Children should not carry medication to and from school. The parent/guardian should arrange for the safe delivery of the completed form and the medication to school.

PEDICULOSIS (HEAD LICE)

Head lice infest millions of school-age children every year. However, the condition is not something to be ashamed of because it has nothing to do with cleanliness, who you are, or where you live. It's nothing to really be alarmed about either, because head lice are not dangerous, just annoying.

Head lice are insects that make their home in the hair and on the scalp, particularly behind the ears and at the back of the neck. The adult female head louse lays eggs called nits, which she glues to the shaft of the hair, near the root.

Head lice are usually transmitted from one infested person to another by direct contact with the hair, or use of personal items, like combs, brushes, towels, and bedding. Clothing such as hats and ribbons, scarves, topcoats, and sweaters, provide excellent transportation from one individual to another.

If you child has head lice, the following procedures should be taken:

1. Treatments are on the market to eliminate lice and their eggs. Some of these shampoos are non-prescription and can be purchased at your local drugstore. Usually, the pharmacist can recommend one of the highly effective medicated shampoos.

2. All persons in the household should be examined for the presence of head lice. All infested persons should undergo treatment with the anti-lice shampoo.

3. When using the pediculicide shampoo, remove all clothing use the shampoo as directed on the label, and put on clean clothes after shampooing.

4. Wash (using very hot water or hot cycle of washing machine) all clothing, towels, and bed linens used by any member with head lice.

5. Dry-clean all clothing, hats, pillows and such that cannot be washed or place these items in a plastic bag that is tied shut for ten days.

6. Vacuum all carpets, upholstery, and mattresses.

7. Combs and brushes should be soaked in a pediculicidal solution for 10 minutes.

8. Your child will be readmitted to school immediately after treatment is judged to have been effective by school personnel. PROOF OF TREATMENT IS REQUIRED UPON RETURN OF SCHOOL.

9. To prevent the spread of lice, persons with head lice should not share articles that come into contact with the head, neck, or shoulders (combs, brushes, hats, coats, towels, etc.).

Remember, head lice can happen to anyone. It is important to begin treatment promptly, if detected. Please notify the health room if your child has head lice. We need to know so we can check his/her classmates. All reports are kept strictly confidential.

***NO TOBACCO***

Frederick County Public Schools have for many years barred the use of tobacco on school proberty during school hours and at school-sponsored events. Recently, the Board of Education extended the Tobacco-Free School Environment policy (122.1) to prohibit any person or organization from using tobacco in any form in school buildings or on school grounds at all times, all year.

The new policy applies to anyone who uses, leases, or otherwise occupies FCPS school property for any purpose, whether or not school is in session. Additional signs are being posted to notify visitors. Effective with the start of the 2001-02 school year, we will begin issuing verbal then written warnings to policy violators. Failure to comply will result in termination of the organization's use agreement.

The administration, staff and students at Waverley Elementary appreciate your support of this effort to ensure a safer, healthier environment for everyone.

REMOVAL OF CHILD FROM SCHOOL AREA

Board of Education Regulation 308 specifically states that: "No individual shall remove a child, or visit the child in school, without the approval of the Principal or Assistant Principal of that school." This regulation is so important to the safety and well-being of our children. All parents/guardians must stop by the school office to pick up their children and wear the VISITOR'S PASS when going anywhere in the building. This will help to provide additional security for our children.

Please note that our school must have written authorization from parents/guardians to release their child to another adult. A PHONE CALL DOES NOT SUBSTITUTE FOR YOUR WRITTEN CONSTENT.

PLAYGROUND RULES

Personnel on playground duty are responsible for maintaining control of activities and behaviors in order to promote wholesome play. Students must remain in sight on the playground during recess except when, in emergencies or with permission, they enter the building for health or safety reasons.

a. Off limit areas include: the hill, fence areas near the houses, and the roof of the "log house".

b. Stones, sticks, snow and such stay on the ground.

c. Students must stay out of the mud and wet areas.

d. Tackle football, wrestling, "grabbing games", kicking, etc. are unacceptable.

e. Students are encouraged to use playground equipment (balls, jump ropes, etc.). Teachers must determine the use of equipment before the recess.

f. Coats should be worn during cold weather.

g. When the whistle is sounded, students should immediately walk to where their group lines up. Get drinks before the whistle blows.

h. Treat others fairly!!
